<p>Dear All OCA-OC Members and Friends,</p>
<p>OCA-OC has grown leaps and bounds as an organization this year and it&#8217;s with all of your support that we were able to make these achievements. From your positive feedback on our e-newsletters to attending events OCA and other partner organizations held, we are certainly creating a community of our own right here in Orange County.</p>
<p>The time has come for us to start planning for next year and to fill the board with talented, passionate and strong leaders to help us further our mission. OCA&#8217;s mission is to enhance the social, political and economic status of all Asian Americans in the United States. If you support our mission and are looking for ways to give back to your community, expand your network and become a leader in your community, apply for a position as an officer today. Through this opportunity, you will work with many community and business leaders, elected officials, organizations and corporations and learn more than you ever expect. </p>
<p>How do you get involved and what is expected of you?</p>
<p>All renewing Officers and prospective Officers are expected to:</p>
<p>Support OCA&#8217;s mission of advancing the social, political, and economic well-being of Asian Pacific Americans in the United States.<br />
◊ Have interest in advocating for Asian Pacific Islander Americans in the U.S.<br />
◊ Be an official, paying member of OCA-OC<br />
◊ Understand that all Officer positions are volunteer positions<br />
◊ Understand and agree to assume the roles and responsibilities of an Officer:</p>
<p>• Officers are expected to attend monthly meetings<br />
• Officers are expected to plan and attend OCA events<br />
• Officers are expected to promptly respond to emails within 48 hours, unless on business trips, etc.<br />
• Officers are encouraged to attend OCA National meetings and are expected to self-fund and/or fundraise to cover travel expenses<br />

Chao Family Healthcare Conference for Chinese Americans</p>

Chao Comprehensive Digestive Disease Center, the healthcare conference will address some of the chronic diseases that have been identified as health disparities in Chinese Americans and Asian Pacific Islanders, including osteoporosis and heart and gastrointestinal diseases. In addition, experts will share the latest updates in diagnostic and treatment of these diseases. World-renowned forensic science investigator Henry Lee, Ph.D., will be the event&#8217;s keynote speaker. EMILIA LECHUGA-BASS CIVIL RIGHTS INTERNSHIP<br />

<p>Litt, Estuar, Harrison &#038; Kitson, LLP, a private civil rights law firm, is accepting applications for its annual civil rights internship for recent college graduates. The internship is intended to provide one year of experience working in a civil rights/public interest law firm before attending law school.</p>
<p>This internship is named for Emilia Lechuga-Bass. Emilia was a young woman planning to attend law school with the hope of practicing civil rights law. She was going to work at the firm prior to attending law school. Emilia, who came from a politically active family in Los Angeles, was to work on a range of issues to introduce her to the world of civil rights law. She was to more closely link the firm&#8217;s civil rights impact work with the goals and needs of Los Angeles communities by partnering with community organizations. Tragically, Emilia was killed in a car accident just before beginning her work at the firm.</p>
<p>So that others may reach their goals, the firm has created an annual internship in Emilia&#8217;s name to provide experience to young people hoping to attend law school with the goal of practicing civil rights and public interest law. The internship will provide an introduction into these areas by gaining real world experiences in a civil rights/public interest law firm.</p>
<p>Applicants for the Internship must meet the following criteria:<br />
1. Have graduated from undergraduate college within five years of the commencement of the Internship.<br />
2. Intend to attend law school within a year after completion of the Internship and to ultimately practice civil rights/public interest law.<br />
3. Demonstrated history of community service or political activity.<br />
4. Skills in the use of Microsoft Office applications.<br />
5. Completion of the Internship Application.</p>
<p>Factors to be considered by the firm choosing each year&#8217;s civil rights intern will include academic performance, community and political experience, work experience, writing skills, and references. Experience in the Los Angeles area working with communities of color, and fluent bilingual skills in Spanish, are considered a plus. California Assemblymember Karen Bass, Professor Gary Blasi of the UCLA School of Law, and firm partner Barry Litt will serve on the committee to choose the intern. Compensation for the intern in 2009-10 is set at $16.50/hour, plus health and dental benefits.</p>

<p>University of Texas Health Study on Physical Activity Attitudes<br />

<p>Eun-Ok Im, PhD, MPH, RN, CNS, FAAN, School of Nursing, The University of Texas at Austin and her colleagues are conducting a study to explore ethnic differences in midlife women&#8217;s attitudes toward physical activity.</p>
<p>The changing racial and ethnic makeup of the U.S. will require health professionals to practice with cultural competence in areas such as promotion of physical activity, where cultural beliefs may mediate health promotion behaviors.</p>
<p>You are eligible to participate in this study if you are a midlife women aged 40 to 60 years old who do not have any mobility problems; who can read and write English; who are online; and whose self-reported ethnic identity is Hispanic, non-Hispanic (N-H) White, N-H African American, or N-H Asian.</p>
<p>Data will be collected through the Internet from Feb. 1, 2008 to May 31, 2011. Methods for the data collection include an Internet survey among 500 midlife women in the U.S. on the Internet and four ethnic-specific online forum discussions among about 30 midlife women per ethnic group recruited among the Internet survey participants.</p>
<p>Your involvement will consist of the following: (a) about 30 minutes are usually needed to complete the Internet survey questionnaire; and (b) the online forums will be conducted for 6 months, should you agree to participate in the additional online forum discussion. Your participation is asynchronous (you can visit the online forum site and read and post messages at your convenience).</p>
<p>You will receive a gift certificate of 10 dollars for filling out the Internet survey, and an additional gift certificate of 50 dollars for participating in the additional online forum (only those who participate in the additional online forum for 6 months will be provided with this additional gift certificate). <p>The Vietnamese International Film Festival (ViFF) is an eight-day event uniquely showcasing films made by Vietnamese and Vietnamese diasporic filmmakers. Presented biennially since 2003 by the two non-profit organizations Vietnamese American Arts &#038; Letters Association (VAALA) and Vietnamese Language &#038; Culture (VNLC), ViFF has featured films from all over the world, including but not limited to Australia, Canada, France, Germany, Israel, Poland, United States, and Vietnam. </p>
<p>ViFF is held mainly at the University of California, Irvine (UCI), with some screenings at University of California, Los Angeles (UCLA), and Westminster, Southern California. Each edition, ViFF attracts around 4,000 people coming from all over the world.</p>

OCA Criticizes LPGA&#8217;s Descision to Require Players to Speak English<br />
WASHINGTON DC - OCA, a national organization serving the Asian Pacific American (APA) community, criticizes the Ladies Professional Golf Association&#8217;s (LPGA) decision to require all players to pass an English language proficiency exam or receive suspension.<br />
&#8220;One does not need to speak English in order to play professional sports in this country,&#8221; said OCA National President Ginny Gong. &#8220;We play sports to unify groups, not to divide. This would suggest that someone like Lance Armstrong needs to be proficient in French in order to participate in the Tour de France.&#8221;<br />
The LPGA proposed the policy which requires all participating golf players with at least two years seniority to be proficient in English starting in 2009. Players from countries outside of the United States have been leading tournaments in recent years, with golfers from Mexico, Taiwan and Korea winning the last five major championships.<br />
Many in the APA community feel that forcing senior players to speak English during tournaments promotes intolerance, particularly given the discriminatory treatment of female players on golf courses in the past.<br />
&#8220;It is outrageous that the LPGA would consider a decision that prohibits certain players from the chance to compete knowing all the struggles women have gone through in order to be recognized as equals in the sport,&#8221; said Michael Lin, executive director of OCA National Center.<br />
Founded in 1973 as the Organization of Chinese Americans, OCA is a national organization dedicated to the social, political, and economic well-being of Asian Pacific Americans in the United States.<br />
OCA NATIONAL&#8217;S RESOLUTION IN SUPPORT OF LEGAL PROTECTION OF FAMILY RELATIONSHIPS<br />
WHEREAS, OCA is one of the largest and oldest civil rights organizations in the United States of America; and<br />
WHEREAS, In 1994, OCA resolved to oppose discriminatory practices against the gay and lesbian community;<br />
WHEREAS, OCA will continue to be an advocate and strive toward fulfilling the hopes and aspirations of Chinese Americans and Asian Pacific Americans in the United States; and<br />
WHEREAS, OCA recognizes that Asian Pacific Americans, especially Chinese Americans, have been the targets of numerous discriminatory laws that have harmed their families and communities, including bans on interracial marriage, ownership of property, immigration restrictions, and exclusionary acts; and<br />
WHEREAS, Although lawfully enacted, these discriminatory laws were morally reprehensible and wrong because they legitimized unfair practices which denied basic human rights to certain classes of individuals deemed to be undesirable at the time; and<br />
WHEREAS, That legacy of discrimination continues to impact thousands of gay and lesbian members within the Asian Pacific American community who are currently excluded from over 1,100 federal rights that come with marriage; and<br />
WHEREAS, Those rights include, but are not limited to, the right to sponsor a partner for immigration to the U.S., collect social security survivors benefits, file joint income tax returns, and exercise family and medical leave; and,<br />
WHEREAS, Our country, including the Asian Pacific American community, is strengthened by individuals who are partnered in committed familial relationships; and<br />
WHEREAS, American families, like the fabric of our American Society, are quilts of many colors and cloths with strong, committed families including single parent households, adult children caring for elderly parents, and adult siblings caring for minor siblings; and<br />
WHEREAS, More than 38,000 Asian Pacific Americans are in same-sex relationships, and Asian Pacific American same-sex couples are raising more than 17,000 children under 18, and these families would all stand to benefit from the full protections of marriage; and<br />
WHEREAS, Many Asian Pacific Americans, including Chinese Americans, are advancing the struggle for marriage equality for same-sex couples across the country; and<br />
WHEREAS, OCA recognizes that marriage equality for same-sex couples is an important issue, not only because it impacts so many thousands of families in the Asian Pacific American community, but also because it advances the principles of social justice, equal opportunity, and fair treatment for all; and<br />
THEREFORE BE IT RESOLVED that OCA supports legal recognition for individuals in marriage and other committed familial relationships without limitation based upon race, religion, ethnicity, gender, or sexual orientation<br />

I am writing to introduce you to OC Life magazine, a new multicultural lifestyle publication premiering all throughout Orange County on October 1st.</p>
<p>OC Life Magazine is set to be the first glossy, full-color lifestyle publication dedicated to the multicultural community of Orange County. Focused on bringing cultures together and bridging generation gaps, OC Life will be your monthly source for ALL THINGS ETHNIC including people, events, businesses, local cuisine, and general lifestyle topics including fashion, beauty and health.</p>
<p>Our aim is to provide readers with well written content that is both informative and fun to read. With contributors from different cultural backgrounds, our goal is to be a one-stop source for all things ethnic. OC Life has performed extensive research in identifying organizations and individuals we would like to work with and believe a shared vision is achievable through collaborative efforts. Our monthly publication will be complimentary to the public and its contributors will receive exposure and promotion through the magazine as well as gain access to a large network of professionals from a myriad of cultures.</p>
<p>We are now in our initial stages of launching and are seeking writers/representatives from different cultures to get involved by submitting articles, events, and news.</p>
<p>As the publisher of OC Life, I would personally like to extend this invitation to you and your organization to join our team. Together, we can connect each and every one of our communities with the community at large through OC Life magazine.</p>

<p>TAKE OUT is a day-in-the-life of Ming Ding (played by Charles Jang), an undocumented Chinese immigrant working as a deliveryman for a Chinese take-out shop in New York City. Ming is behind with payments on his huge debt to the smugglers who brought him to the US. The collectors have given him until the end of the day to deliver the money that is due. After borrowing most of the money from friends and relatives, Ming realizes that the remainder must come from the day&#8217;s delivery tips. In order to do so, he must make more than double his average daily income.</p>
<p>&#8220;Take Out&#8221; follows Ming on his deliveries throughout the city, in a feature film that Variety calls &#8220;deeply affecting&#8221; and Film Threat calls &#8220;an infectious watch&#8221;. Inter-cutting between Ming&#8217;s deliveries and the daily routine of the restaurant, Take Out presents a harsh, realistic look at the daily lives of undocumented Chinese immigrants in New York City.</p>
<p>Filmmakers Sean Baker and Shih-Ching Tsou will be available after select screenings throughout the LA area. Please check with the theaters for a schedule of Q&#038;A&#8217;s. The filmmakers appreciate every effort from the community to see and support the film. In the very temperamental world of filmmaking, things can be just as much of a harsh reality as the subject matter depicted here. Thus, it is crucial, if we are to keep the &#8220;Take Out&#8221; in the public eye, that we have a strong opening weekend. If you come away believing that you have seen an important movie - if it speaks to you in any way - all we ask is that you pass the word along to family and friends. We&#8217;re not trying to compete with the multiplex blockbuster, but we do need your help in creating an alternative.</p>

Additional Opportunities</p>
<p>Each year, the Asian Business Association of Orange County (www.abaoc.org) and the Asian Community Development (www.acdcharity.org) award scholarship grants in the amount of five hundred dollars ($500.00) up to one thousand dollars ($1,000) to deserving students. To be eligible, the student must be a resident of Orange County and have at least one Asian parent. The student must also either be graduating from High School or in their first or second year of college.</p>

<p>Eun-Ok Im, PhD, MPH, RN, CNS, FAAN, School of Nursing, The University of Texas at Austin and her colleagues are conducting a study to explore ethnic differences in midlife women&#8217;s attitudes toward physical activity.</p>
<p>The changing racial and ethnic makeup of the U.S. will require health professionals to practice with cultural competence in areas such as promotion of physical activity, where cultural beliefs may mediate health promotion behaviors.</p>
<p>You are eligible to participate in this study if you are a midlife women aged 40 to 60 years old who do not have any mobility problems; who can read and write English; who are online; and whose self-reported ethnic identity is Hispanic, non-Hispanic (N-H) White, N-H African American, or N-H Asian.</p>
<p>Data will be collected through the Internet from Feb. 1, 2008 to May 31, 2011. Methods for the data collection include an Internet survey among 500 midlife women in the U.S. on the Internet and four ethnic-specific online forum discussions among about 30 midlife women per ethnic group recruited among the Internet survey participants.</p>
<p>Your involvement will consist of the following: (a) about 30 minutes are usually needed to complete the Internet survey questionnaire; and (b) the online forums will be conducted for 6 months, should you agree to participate in the additional online forum discussion. Your participation is asynchronous (you can visit the online forum site and read and post messages at your convenience).</p>
<p>You will receive a gift certificate of 10 dollars for filling out the Internet survey, and an additional gift certificate of 50 dollars for participating in the additional online forum (only those who participate in the additional online forum for 6 months will be provided with this additional gift certificate). <p>The Vietnamese International Film Festival (ViFF) is an eight-day event uniquely showcasing films made by Vietnamese and Vietnamese diasporic filmmakers. Presented biennially since 2003 by the two non-profit organizations Vietnamese American Arts &#038; Letters Association (VAALA) and Vietnamese Language &#038; Culture (VNLC), ViFF has featured films from all over the world, including but not limited to Australia, Canada, France, Germany, Israel, Poland, United States, and Vietnam. </p>
<p>ViFF is held mainly at the University of California, Irvine (UCI), with some screenings at University of California, Los Angeles (UCLA), and Westminster, Southern California. Each edition, ViFF attracts around 4,000 people coming from all over the world.</p>

<p>I want to start by saying thanks those who came to the Bowers museum event. It was great seeing the Terra Cotta warriors and learning some interesting information about the history of China. I had a great time and felt like I learned something as well and I hope the rest of you who attended agree as well.</p>
<p>The year is winding down and now is the time that we start looking forward to assesmbling new officers and board of directors. If you have thought about getting more involved with OCA-OC and the Asian American community, please let me know so I can provide you with more information. It is a great opportunity to learn and grow yourself, give back to the community, and make use of your free time. I have learned more than I ever thought I could about an organization and the experience has been priceless. I encourage those who have thought about it to step forward and contact any of use officers for more information. We will be holding an officers meeting on October 2nd where we will be inviting those interested in being an officer to join us and to learn more about the workings of the organization. OCA NATIONAL&#8217;S RESOLUTION IN SUPPORT OF LEGAL PROTECTION OF FAMILY RELATIONSHIPS<br />
WHEREAS, OCA is one of the largest and oldest civil rights organizations in the United States of America; and<br />
WHEREAS, In 1994, OCA resolved to oppose discriminatory practices against the gay and lesbian community;<br />
WHEREAS, OCA will continue to be an advocate and strive toward fulfilling the hopes and aspirations of Chinese Americans and Asian Pacific Americans in the United States; and<br />
WHEREAS, OCA recognizes that Asian Pacific Americans, especially Chinese Americans, have been the targets of numerous discriminatory laws that have harmed their families and communities, including bans on interracial marriage, ownership of property, immigration restrictions, and exclusionary acts; and<br />
WHEREAS, Although lawfully enacted, these discriminatory laws were morally reprehensible and wrong because they legitimized unfair practices which denied basic human rights to certain classes of individuals deemed to be undesirable at the time; and<br />
WHEREAS, That legacy of discrimination continues to impact thousands of gay and lesbian members within the Asian Pacific American community who are currently excluded from over 1,100 federal rights that come with marriage; and<br />
WHEREAS, Those rights include, but are not limited to, the right to sponsor a partner for immigration to the U.S., collect social security survivors benefits, file joint income tax returns, and exercise family and medical leave; and,<br />
WHEREAS, Our country, including the Asian Pacific American community, is strengthened by individuals who are partnered in committed familial relationships; and<br />
WHEREAS, American families, like the fabric of our American Society, are quilts of many colors and cloths with strong, committed families including single parent households, adult children caring for elderly parents, and adult siblings caring for minor siblings; and<br />
WHEREAS, More than 38,000 Asian Pacific Americans are in same-sex relationships, and Asian Pacific American same-sex couples are raising more than 17,000 children under 18, and these families would all stand to benefit from the full protections of marriage; and<br />
WHEREAS, Many Asian Pacific Americans, including Chinese Americans, are advancing the struggle for marriage equality for same-sex couples across the country; and<br />
WHEREAS, OCA recognizes that marriage equality for same-sex couples is an important issue, not only because it impacts so many thousands of families in the Asian Pacific American community, but also because it advances the principles of social justice, equal opportunity, and fair treatment for all; and<br />

I am writing to introduce you to OC Life magazine, a new multicultural lifestyle publication premiering all throughout Orange County on October 1st.</p>
<p>OC Life Magazine is set to be the first glossy, full-color lifestyle publication dedicated to the multicultural community of Orange County. Focused on bringing cultures together and bridging generation gaps, OC Life will be your monthly source for ALL THINGS ETHNIC including people, events, businesses, local cuisine, and general lifestyle topics including fashion, beauty and health.</p>
<p>Our aim is to provide readers with well written content that is both informative and fun to read. With contributors from different cultural backgrounds, our goal is to be a one-stop source for all things ethnic. OC Life has performed extensive research in identifying organizations and individuals we would like to work with and believe a shared vision is achievable through collaborative efforts. Our monthly publication will be complimentary to the public and its contributors will receive exposure and promotion through the magazine as well as gain access to a large network of professionals from a myriad of cultures.</p>
<p>We are now in our initial stages of launching and are seeking writers/representatives from different cultures to get involved by submitting articles, events, and news.</p>

<p>TAKE OUT is a day-in-the-life of Ming Ding (played by Charles Jang), an undocumented Chinese immigrant working as a deliveryman for a Chinese take-out shop in New York City. Ming is behind with payments on his huge debt to the smugglers who brought him to the US. The collectors have given him until the end of the day to deliver the money that is due. After borrowing most of the money from friends and relatives, Ming realizes that the remainder must come from the day&#8217;s delivery tips. In order to do so, he must make more than double his average daily income.</p>
<p>&#8220;Take Out&#8221; follows Ming on his deliveries throughout the city, in a feature film that Variety calls &#8220;deeply affecting&#8221; and Film Threat calls &#8220;an infectious watch&#8221;. Inter-cutting between Ming&#8217;s deliveries and the daily routine of the restaurant, Take Out presents a harsh, realistic look at the daily lives of undocumented Chinese immigrants in New York City.</p>
<p>Filmmakers Sean Baker and Shih-Ching Tsou will be available after select screenings throughout the LA area. Please check with the theaters for a schedule of Q&#038;A&#8217;s. The filmmakers appreciate every effort from the community to see and support the film. In the very temperamental world of filmmaking, things can be just as much of a harsh reality as the subject matter depicted here. Thus, it is crucial, if we are to keep the &#8220;Take Out&#8221; in the public eye, that we have a strong opening weekend. If you come away believing that you have seen an important movie - if it speaks to you in any way - all we ask is that you pass the word along to family and friends. We&#8217;re not trying to compete with the multiplex blockbuster, but we do need your help in creating an alternative.</p>

Additional Opportunities</p>
<p>Each year, the Asian Business Association of Orange County (www.abaoc.org) and the Asian Community Development (www.acdcharity.org) award scholarship grants in the amount of five hundred dollars ($500.00) up to one thousand dollars ($1,000) to deserving students. To be eligible, the student must be a resident of Orange County and have at least one Asian parent. The student must also either be graduating from High School or in their first or second year of college.</p>

<p>Eun-Ok Im, PhD, MPH, RN, CNS, FAAN, School of Nursing, The University of Texas at Austin and her colleagues are conducting a study to explore ethnic differences in midlife women&#8217;s attitudes toward physical activity.</p>
<p>The changing racial and ethnic makeup of the U.S. will require health professionals to practice with cultural competence in areas such as promotion of physical activity, where cultural beliefs may mediate health promotion behaviors.</p>
<p>You are eligible to participate in this study if you are a midlife women aged 40 to 60 years old who do not have any mobility problems; who can read and write English; who are online; and whose self-reported ethnic identity is Hispanic, non-Hispanic (N-H) White, N-H African American, or N-H Asian.</p>
<p>Data will be collected through the Internet from Feb. 1, 2008 to May 31, 2011. Methods for the data collection include an Internet survey among 500 midlife women in the U.S. on the Internet and four ethnic-specific online forum discussions among about 30 midlife women per ethnic group recruited among the Internet survey participants.</p>
<p>Your involvement will consist of the following: (a) about 30 minutes are usually needed to complete the Internet survey questionnaire; and (b) the online forums will be conducted for 6 months, should you agree to participate in the additional online forum discussion. Your participation is asynchronous (you can visit the online forum site and read and post messages at your convenience).</p>
<p>You will receive a gift certificate of 10 dollars for filling out the Internet survey, and an additional gift certificate of 50 dollars for participating in the additional online forum (only those who participate in the additional online forum for 6 months will be provided with this additional gift certificate). Presented biennially since 2003 by the two non-profit organizations Vietnamese American Arts &#038; Letters Association (VAALA) and Vietnamese Language &#038; Culture (VNLC), ViFF has featured films from all over the world, including but not limited to Australia, Canada, France, Germany, Israel, Poland, United States, and Vietnam. </p>
<p>ViFF is held mainly at the University of California, Irvine (UCI), with some screenings at University of California, Los Angeles (UCLA), and Westminster, Southern California. Each edition, ViFF attracts around 4,000 people coming from all over the world.</p>

<p>I just want to start by saying what a pleasure it has been being your vice president of OCA-OC. I am new to OCA and new to the Asian American organization community. Prior to OCA, I could not have imagined how much could be accomplished by organizations. Since my involvement, I&#8217;ve met so many wonderful people and learn many life lessons. It has truly been unique experience. I mention this because I know many people are looking to get more involved in the community and perhaps the Asian community and I just want to note how rewarding it is. I encourage all of you who have thought about becoming more involved to talk to us officers and ask about our experiences and what we have been able to take away from it all. I personally would be more than happy to share my story of OCA and hope that you all would consider becoming more involved. Truly, by working together, we can make a difference in the Asian American community.</p>
<p>I&#8217;d like to also remind everyone about our next upcoming event, Bowers Museum to see the Terra Cotta warriors. Our plans previously mentioned dinner at Parrot Cafe afterwards but we recently found out that the restaurant is closed. We will find a new location shortly. The event will take place on September 5, roughly a week and a half from now. For more information, see below or email any one of us officers. We hope to see you all out there.</p>

Japanese American Citizens League (JACL) Announces Mike Honda Fellowship</p>
<p>Los Angeles, CA - The Japanese American Citizens League (JACL) seeks applications for the 2008-2009 Mike Honda Fellowship Program. This new fellowship will be focused on JACL&#8217;s advocacy and public policy awareness/programming, education and work on projects associated with the JACL National Youth Student Council. The fellowship is named for the Honorable Congressman Mike Honda in recognition of his lifelong commitment to public service and extensive history in working with the Asian American and Pacific Islander communities. The fellowship serves to honor Congressman Honda&#8217;s commitment to Civil Rights for all Asian Pacific Americans.</p>
<p>The Mike Honda Fellowship is funded by a generous $25,000 grant from Southern California Edison. Edison has an extensive history of financial and volunteer support for the API community. Floyd Mori, National Director of the JACL states, &#8220;We are extremely fortunate to be partnering with SoCal Edison, a company that is sensitive to the needs of our community and understands the challenges we face.&#8221;</p>
<p>&#8220;We are very pleased to have this opportunity to support JACL and this fellowship program to promote civic engagement and leadership development for the Japanese American community&#8221;, said Wes Tanaka, SCE Public Affairs Director. &#8221; And, in naming the fellowship in honor of Congressman Honda, it is a fitting tribute in recognition of his ongoing and steadfast commitment to promote a strong voice for the API community&#8221; he said.</p>
<p>The Mike Honda Fellowship will be in the Los Angeles office of the JACL. The term of the fellowship will be for a 10 month period and will begin in September of 2008.</p>

Representative David Wu Ensures Longevity Of Historic Program For Asian American And Pacific Islander Students</p>
<p>WASHINGTON, D.C. - Today the U.S. House of Representatives passed the final version of the Higher Education Opportunity Act, H.R. 4137, which incorporates Congressman David Wu&#8217;s historic program to increase college opportunities and services for Asian American and Pacific Islander (AAPI) students. Congressman Wu first shepherded the program into law in September 2007 and has now extended and expanded it through this legislation.<br />
The Asian American and Native American Pacific Islander Serving Institutions (AANAPISI) program provides grants to eligible colleges and universities that serve large numbers of low-income and AAPI students to help the schools improve and expand their services.<br />
&#8220;For six years I have worked to see that colleges and universities across the country better assist underserved Asian Americans and Pacific Islanders who are pursuing a college education,&#8221; said Congressman Wu. &#8220;This program, created last year and expanded today, does just that. Eligible schools will now be able to provide a variety of targeted services, helping AAPI students overcome barriers to a college degree and putting them on the path to success.&#8221; Services that may be funded under the program include:</p>
<p>    * Curriculum development and academic instruction, including instruction in disciplines in which Asian Americans and Pacific Islanders are underrepresented;<br />
    * Tutoring, counseling, and other student support services, including financial counseling designed to improve the financial literacy of students and families;<br />
    * Research and data collection for Asian American and Pacific Islander populations and subpopulations;<br />
    * Community outreach programs that will encourage elementary and secondary school students to develop the academic skills and the interest to pursue postsecondary education;<br />
    * Establishment of partnerships with community-based organizations serving Asian Americans and Pacific Islanders;<br />
    * Purchase of scientific or laboratory equipment, library books, and other educational materials; and<br />
    * Renovation and improvement of classroom, library, laboratory, and other instructional facilities. </p>
<p>The AANAPISI program was created last September with $10 million in funding to be used during fiscal years 2008-2012. The program has now been integrated into the Higher Education Opportunity Act, which authorizes the program through fiscal year 2013 and increases the allowable funding to $30 million each year.<br />
Overall, the Higher Education Opportunity Act would:</p>
<p>    * Encourage colleges to rein in price increases and provide students and families with helpful information, such as tuition prices, graduation rates, and popular majors;<br />
    * Restore integrity and accountability to the student loan programs;<br />
    * Simplify the federal student aid application process;<br />
    * Make textbook costs more manageable;<br />
    * Expand college access and support for low-income and minority students;<br />
    * Increase college aid and support for veterans and military families;<br />
    * Ensure equal college opportunities for students with disabilities;<br />
    * Boost campus safety and disaster readiness plans;<br />
    * Encourage colleges to adopt sustainable and energy-efficient practices; and<br />
    * Strengthen our workforce and our competitiveness. </p>
<p>H.R. 4137 is a compromise between the House and the Senate higher education bills; it is expected to be passed by the Senate this week and go to the president for his signature.<br />
Congressman Wu is a member of the U.S. House Education and Labor Committee and the chair of the Congressional Asian Pacific American Caucus&#8217; Education Taskforce.<br />
The Coolie Trade: The Traffic in Chinese Laborers to Latin America 1847-1874<br />

<p>A thorough study of the roots of modern human trafficking and Chinese emigration. Against the backdrop of China&#8217;s rapid advance to the forefront of the world economy and sharp scrutiny over global trends in human trafficking, Meagher&#8217;s exhaustive survey of Chinese indentured labor is a richly informative, timely release. His volume, much broader in scope than the Latin America in his subtitle indicates, is a careful examination of cultural, political and socioeconomic factors that contributed to this phenomenon. Meagher argues that the termination of the African slave trade, an urgent need for laborers in the West and a deteriorating Chinese economy conspired to spawn the emigration of more than a quarter million Chinese laborers to Latin America in the span of 28 years. Beginning in 1847, Chinese emigration quickly evolved into a prosperous black market cottage industry that, alongside the illicit opium trade, attracted enterprising, often dubious characters. These overlords relentlessly plundered China&#8217;s human resources to satisfy a labor vacuum in the West. Scheming brokers often used any means available - false promises, deceit and fraud - to lure prey aboard ships. Victims of kidnapping account for more than a quarter of the human cargo, while appalling prisonlike conditions, mutinies and disease resulted in a 12 percent mortality rate during the nine-month voyage. Great Britain and the United States abandoned the coolie trade in the mid 1860s after much public outcry. Trafficking, however, continued to flourish until 1874 aboard other ships sailing for Latin America, often destined for Cuba and Peru, where booming sugar, guano and mining industries demanded a steady flow of fresh workers. This authoritative account is acutely critical of the coolie trade as a means by which the slave trade continued in the West, but suggests it did have its advantages: challenging draconian Chinese taboos that once forbade emigration and introducing Chinese culture to Western society. The author&#8217;s fluid, conversational style elevates Meagher&#8217;s work from the weight that often bogs down other academic texts.<br />

<p>Eun-Ok Im, PhD, MPH, RN, CNS, FAAN, School of Nursing, The University of Texas at Austin and her colleagues are conducting a study to explore ethnic differences in midlife women&#8217;s attitudes toward physical activity.</p>
<p>The changing racial and ethnic makeup of the U.S. will require health professionals to practice with cultural competence in areas such as promotion of physical activity, where cultural beliefs may mediate health promotion behaviors.</p>
<p>You are eligible to participate in this study if you are a midlife women aged 40 to 60 years old who do not have any mobility problems; who can read and write English; who are online; and whose self-reported ethnic identity is Hispanic, non-Hispanic (N-H) White, N-H African American, or N-H Asian.</p>
<p>Data will be collected through the Internet from Feb. 1, 2008 to May 31, 2011. Methods for the data collection include an Internet survey among 500 midlife women in the U.S. on the Internet and four ethnic-specific online forum discussions among about 30 midlife women per ethnic group recruited among the Internet survey participants.</p>
<p>Your involvement will consist of the following: (a) about 30 minutes are usually needed to complete the Internet survey questionnaire; and (b) the online forums will be conducted for 6 months, should you agree to participate in the additional online forum discussion. Your participation is asynchronous (you can visit the online forum site and read and post messages at your convenience).</p>
<p>You will receive a gift certificate of 10 dollars for filling out the Internet survey, and an additional gift certificate of 50 dollars for participating in the additional online forum (only those who participate in the additional online forum for 6 months will be provided with this additional gift certificate). <p>The Vietnamese International Film Festival (ViFF) is an eight-day event uniquely showcasing films made by Vietnamese and Vietnamese diasporic filmmakers. Presented biennially since 2003 by the two non-profit organizations Vietnamese American Arts &#038; Letters Association (VAALA) and Vietnamese Language &#038; Culture (VNLC), ViFF has featured films from all over the world, including but not limited to Australia, Canada, France, Germany, Israel, Poland, United States, and Vietnam.</p>
<p>ViFF is held mainly at the University of California, Irvine (UCI), with some screenings at University of California, Los Angeles (UCLA), and Westminster, Southern California. Each edition, ViFF attracts around 4,000 people coming from all over the world. </p>

<p>Having just returned from the OCA National Convention, I feel reinvigorated to develop OCA-OC. The convention in Washington DC was wonderful and very educational towards chapter development and personal development. On top of that, we were able to meet many of the the great members and officers from the other chapters around the nation. I just want to mention that the convention is open to any OCA-OC member and that in 2009, it will take place in San Francisco, making it much more accesible to all of you. I really encourage anyone interested to not hesitate to mention your interest in attending.</p>
<p>With the last third of the year approaching, now is the time that we look to grow our officers and board of directors and to start inquiring our members about their interest in joining our group. If anyone is or knows anyone that is interested in running for a position as a officer, please contact me. More information about this issue will be coming soon. I want to stress the importance of having a strong officer group and that you as members have the right to have a say in who is nominated and who is elected. No prior experience is necessary and it is a great way to get more involved with the community. I encourage you all to email me and ask questions about what being an officer entails. It would be my pleasure to share my experiences with you. I look forward to hearing from all of you!</p>

Representative David Wu Ensures Longevity Of Historic Program For Asian American And Pacific Islander Students</p>
<p>WASHINGTON, D.C. - Today the U.S. House of Representatives passed the final version of the Higher Education Opportunity Act, H.R. 4137, which incorporates Congressman David Wu&#8217;s historic program to increase college opportunities and services for Asian American and Pacific Islander (AAPI) students. Congressman Wu first shepherded the program into law in September 2007 and has now extended and expanded it through this legislation.<br />
The Asian American and Native American Pacific Islander Serving Institutions (AANAPISI) program provides grants to eligible colleges and universities that serve large numbers of low-income and AAPI students to help the schools improve and expand their services.<br />
&#8220;For six years I have worked to see that colleges and universities across the country better assist underserved Asian Americans and Pacific Islanders who are pursuing a college education,&#8221; said Congressman Wu. &#8220;This program, created last year and expanded today, does just that. Eligible schools will now be able to provide a variety of targeted services, helping AAPI students overcome barriers to a college degree and putting them on the path to success.&#8221; Services that may be funded under the program include:</p>
<p>* Curriculum development and academic instruction, including instruction in disciplines in which Asian Americans and Pacific Islanders are underrepresented;<br />
* Tutoring, counseling, and other student support services, including financial counseling designed to improve the financial literacy of students and families;<br />
* Research and data collection for Asian American and Pacific Islander populations and subpopulations;<br />
* Community outreach programs that will encourage elementary and secondary school students to develop the academic skills and the interest to pursue postsecondary education;<br />
* Establishment of partnerships with community-based organizations serving Asian Americans and Pacific Islanders;<br />
* Purchase of scientific or laboratory equipment, library books, and other educational materials; and<br />
* Renovation and improvement of classroom, library, laboratory, and other instructional facilities.</p>
<p>The AANAPISI program was created last September with $10 million in funding to be used during fiscal years 2008-2012. The program has now been integrated into the Higher Education Opportunity Act, which authorizes the program through fiscal year 2013 and increases the allowable funding to $30 million each year.<br />
Overall, the Higher Education Opportunity Act would:</p>
<p>* Encourage colleges to rein in price increases and provide students and families with helpful information, such as tuition prices, graduation rates, and popular majors;<br />
* Restore integrity and accountability to the student loan programs;<br />
* Simplify the federal student aid application process;<br />
* Make textbook costs more manageable;<br />
* Expand college access and support for low-income and minority students;<br />
* Increase college aid and support for veterans and military families;<br />
* Ensure equal college opportunities for students with disabilities;<br />
* Boost campus safety and disaster readiness plans;<br />
* Encourage colleges to adopt sustainable and energy-efficient practices; and<br />
* Strengthen our workforce and our competitiveness.</p>
<p>H.R. 4137 is a compromise between the House and the Senate higher education bills; it is expected to be passed by the Senate this week and go to the president for his signature.<br />
Congressman Wu is a member of the U.S. House Education and Labor Committee and the chair of the Congressional Asian Pacific American Caucus&#8217; Education Taskforce.<br />
The Coolie Trade: The Traffic in Chinese Laborers to Latin America 1847-1874<br />

<p>A thorough study of the roots of modern human trafficking and Chinese emigration. Against the backdrop of China&#8217;s rapid advance to the forefront of the world economy and sharp scrutiny over global trends in human trafficking, Meagher&#8217;s exhaustive survey of Chinese indentured labor is a richly informative, timely release. His volume, much broader in scope than the Latin America in his subtitle indicates, is a careful examination of cultural, political and socioeconomic factors that contributed to this phenomenon. Meagher argues that the termination of the African slave trade, an urgent need for laborers in the West and a deteriorating Chinese economy conspired to spawn the emigration of more than a quarter million Chinese laborers to Latin America in the span of 28 years. Beginning in 1847, Chinese emigration quickly evolved into a prosperous black market cottage industry that, alongside the illicit opium trade, attracted enterprising, often dubious characters. These overlords relentlessly plundered China&#8217;s human resources to satisfy a labor vacuum in the West. Scheming brokers often used any means available - false promises, deceit and fraud - to lure prey aboard ships. Victims of kidnapping account for more than a quarter of the human cargo, while appalling prisonlike conditions, mutinies and disease resulted in a 12 percent mortality rate during the nine-month voyage. Great Britain and the United States abandoned the coolie trade in the mid 1860s after much public outcry. Trafficking, however, continued to flourish until 1874 aboard other ships sailing for Latin America, often destined for Cuba and Peru, where booming sugar, guano and mining industries demanded a steady flow of fresh workers. This authoritative account is acutely critical of the coolie trade as a means by which the slave trade continued in the West, but suggests it did have its advantages: challenging draconian Chinese taboos that once forbade emigration and introducing Chinese culture to Western society. The author&#8217;s fluid, conversational style elevates Meagher&#8217;s work from the weight that often bogs down other academic texts.<br />
